Default PC Powers Off On Boot

Hi all, been awhile..

This afternoon i'm going to pick up a Shuttle PC that was used for graphic design - P4 3Ghz // 2GB Ram // 256MB Grphx Card // 80GB HDD, anyway basically it turns on but quickly powers straight back off.

Obviously this is hardware related, and when i get hold of it i can test it against another P4 Shuttle I have lying around at home. But just wanted some opinions.. I presume the most likely culprit is either: CPU or PSU.
