if your sure you've done all the above steps i told you about (including the individual ram test) and made sure you have the right 8-pin connector (and not the pci 8-pin) then the only thing i can think of is either the cpu, like you say, or a faulty psu delivering too little or too much voltage
also try removing all devices, like optical drives and hdds, etc and like scorp said, it is worth clearing the cmos, even tho its a new board
