Default Advice Needed

I need to make my current PC better at gaming. I was thinking of upgrading it's RAM and video card only, as it seems those are the ones lacking. However, I want to be sure that upgrading those components will truly increase performance and not just get bottleneck on the CPU and motherboard. Here's my current specs:

GeForce 6800 GT
3.4 GHz Pentium 4
1 GB RAM

If more information is needed, please tell me. Do you think that if I get a GeForce 8800 series and 2 GB RAM would improve performance? Thanks!

That's another problem, I don't know. It's a Dell XPS Gen 3 computer I bought around two years ago. I don't know how to find out what my motherboard is.
