I mean take a photo of a car, and then be able to change the color or put flames on it and lower it, and so on..

well adobe photoshop can definetly do that, i don't think there are specifically tailored software for vehicles. but yes photoshop will work fine and its only about $100 new.

It's actually a lot more than $100 more like $649.

It also requires some skill to now how to 'car chop'. Digimod.co.uk is (I think) one of the best websites to learn the photoshop bible from (in car chopping).. take a look there when you have Adobe Photoshop and Im sure you'd catch on quick!

An alternative to Photoshop is the Gimp. A little bit different but it's free and does everything PS does.
