Default Dell latitude goes KAPUT

I need help with a Dell Latitude CP Laptop, as far as I can make out it has
just died for no reason, when you turn it on the screen stays off and the
only sign of activity is –

directly under the screen there is three LEDs the left-hand one flashes at a
steady rate of 1-1-1.

The battery and the power both seem fine. But absolutely no other action
occurs.

Can anybody please give advice?

So the screen shows nothing, but it does turn on?
Does it beep after you turn it on, signaling that its passed its POST?

If it's doing this regardless of being on the battery or AC power, I'd get on the phone to Dell about a replacement if it's under warranty.

You mean you had a power surge while the computer was on ?
If so, I think you can stop looking for the cause of the problem.

If your mobo's fried, you'll need to get a new laptop, since the repair cost will probably be too much to be worth it, unless I'm mistaken.
You also have the consider the possibility of other components being damaged apart from the mobo.
