What do you mean by electric shocks? What do you have to touch to get the shock? Sounds like an earth problem but most devices have plastic cases to even if your earth is not working properly you shouldn't get a shock from the device.

Does the usb device operate as it should when plugged in? It is quite easy to attach usb plugs the wrong way round.

Have you built the pc yourself? Have you added or removed anything from inside the pc?

Id start considering a new motherboard if you dont maintain the "guts" of your pc and it isnt the usb cable. Try another cable.

When the power socket is not correctly grounded, the electricity will go to the devices of the PC and the PC case itself.

when i touch the device i feel electric shocks on the device,my cell has a steel panel and so does it conduct but the bizzare thing is even my camera which has a plastic casing conducts electric shocks(i just cant believe this).
my usb devices like pendrive and mobile works fine when connected but my camera hangs up when connected to usb port...
yes i built my pc by myself...and ive never removed or added any component since i assembled...
i too felt it might be earth problem but how should i solve it or what should i change...coz at times i do feel shocks on the cabinet of my cpu...

Try a multimeter on the case.

There have been cases whereby the back of the motherboard is touching the case. Check that isnt the problem.
Shocks from a plastic case like on a camera is odd! but it could be static electric.
