Default exe problems

Yes, so my windows install decided it doesn't like applications, so i tried a quick fix for repairing what would be corrupt/missing, and that didn't work. Then, i went under fold options, and low and behold, there is no file type for exe, so its not recognized. So i made one (EXE association Application) but it won't stay? it just goes away right after i close the window. That said, i've done a couple virus scans, as well as spyware/adaware scans, and the problem wasn't there. So.. i'm confused, i think i'm probably just going to have to re-install windows again... but hopefully not. Any ideas?

I think that the Windows install is corrupt and needs a reinstall.
