Default german programs on american computers

hello all!!

I have a german program that a student needs to use to translate from french to german. My question is can any german program be installed and run on my american made computer with windows xp as the operating system? My thinking is no becuase the american computers is set up for american use and reading and not able to read and run or execute german language? am I right or wrong?? any advice would be helpful.

I'm thinking, as long as the language is installed it should be fine, why not try it?
