Post Michio Kaku On Civilizations Types I,II & III

Hi there people

I just been looking at a fascinating clip on tube by a Michio Kaku who is a physicist describing the existence of life out there and the stages of civilization. We are currently in stage 0 and for all those Treki fans, the federation is in stage 2 and the Borg are in stage 3

watch the clip

I actually think this makes sense and is believable

very interesting, & i nearly agree, but, i don't think it would be possible for a type 0 civilization to detect any other civilization at a greater state of evolution than themselves, although that poses the question, can civilizations at a greater state of evolution detect / see civilizations at a lower state of evolution ?

also, i think that Prot (Kevin Spacy) fron the film K-Pax may be correct when he said "on earth i look like an earthling, but, on K-Pax i look like a K-Paxian"

But that's why he is saying that most people looking for green men out there are looking A) in only a small area and B) not all possible types of signals

only seen bits of K-Pax but got really bored lol
