Default Network adapter, USB picky?

So I haven't really recognized this before, usually because I keep the same setup whenever I move my machine around, but I decided to switch it up a bit and now it's bothering me, so I want to find out answers.

I have a Netopia 3D REACH wireless adapter that I have installed, and when I come home from LANs or the like, I just plug it in and go. Well, this time it didn't recognize it or even turn on. I moved it to the one my mouse was in, and it turned on, and moved my mouse to the other, and the mouse worked.
Testing all of the USB ports with my mouse, they all worked. The wireless adapter was only recognized on 2 of 4 of the USB ports, which were the two on the left hand side of the computer.

Originally I thought it was just from being installed and assigned to the ONE USB port, but I thought that was ridiculous, plus it works on two of them.

also, if i plug it in either of the two that don't work, it says to insert the disc for wireless 11g or something to install it.
So I know nothing is wrong with the usb port, but why is it not recognizing the adapter in those ports?

I've actually had similar problems before, nothing to worry about. I'm guessing maybe its not getting enough power?

I can almost guarantee that that is not the problem.
I mean, it recognizes a device, it just for some reason wants me to install it again or something.
