Not usually. A PCIe slot uses a number of lanes that sport 500MB/s per lane. With 8 lanes, you have 4GB/s which about double the bandwidth AGP 8x offers (2.1GB/s).
Do you have a link to this motherboard? M61 doesn't sound complete. |

It appears that the number of PCIe lanes available from the GeForce 6100 chipset is rather limited, and thus only 8 lanes go to the 16x slot. If you want the full 16 lanes, you'll want to look elsewhere. Having said that, the 8x electrical connection isn't going to kill performance. More likely than not, it's not going to impact performance at all.
