Popup Sidebar Question

How can I create a sidebar for when you hover over a area, more options come up, for example this can be found at Douglas County School District.

I have reason to believe it is javascripting, but I do not know any java at all.

Would doing something like this be hard to learn?

Thanks in advance for any help.

Edit: Also another idea might be to do a dropdown, so if you click on it, it will drop down and show more options. If anyone knows how to do this that would be great.

Also, I am remaking my school website if anyone wanted to know what this was for.

Java and Javascript are not related to each other, they're very different.
