I have got this motherboard : Intel Desktop Board D860PERL,,,,,,I just tried to change the case for it, now it does not work.

I unplug all the cables (CD and HD ,,the FAN does not spin (some time just start to spin and then stops) . I removed the cmos battery does not fix the issue.

I tried another power supply same thing still going on.

I have got another motherboard it behaved same thing with both power supplies? I do not know if I did something wrong with cablings ?

For the CPU fan to work (testing) do we need to connect the cables to a front panel jumper,,,,,I do not thing so,,,,,but I did connect them

I think you may have misplaced the FRONT PANEL connection wires. Do you have a motherboard to your motherboard?
In it it shows you the correct placements for the cables.

As for the CPU fan, it should be connected to a small, white, normally 3-pin connector. To the top of the connection you should see something like "CPU fan" or FAN #3 (any number)

Exactly this is what I did.

Sorry for confusion, what I meant by above,,,(pinouts like Power SW, Reset, Power LD, HD LD,,,,etc). Yes I know for the CP FAN it has separate cable to be connected to the CPU FAN pin, not to a Front Panel Jumper.

Ok, so are all the Power SW, Reset, Power LED, and HD LED cables connected correctly to the Front Panel?

ok, the scenario is you've switched nothing but cases and now your computer wont even power up? (bare with me, i've been slow with people lately).
"Power up" as in nothing runs? All you hear is a nothing?

I couldnt get an image of your motherboard online and it would be easier to see what im dealing with. Copy paste a link here if you can i'd appreciate it. But for now, heres a list of all you should check:
    1. Main ATX cable (20/24 pin) is tightly connected
    2. CPU power cable (4/8 pin) is tightly connected
    3. For now leave out the CD/ Hard drives
    4. Securely install your RAM cards
    5. Video card should be tightly connected
    6. CMOS battery - you said you took it out so make sure you placed it back correctly
    7. Leave out any peripherals such as any PCI cards, CD/Hard drives as mentioned

Lastly, and most importantly, when you connected your Front Panel connections verify that you didn't accidentaly place the connections backwards. Its confusing in most cases. Do you have a manual to your motherboard?
