The problem occurs when I attach a secondary display to my laptop. If I want Chrome open on one screen, and a game open on the other screen, having chrome open on the other screen will limit my FPS in the game to 30. In fact, it isn't just with Chrome, it's with a lot of programs. Why is this? IT never happened on my last laptop. My Graphics card is an Nvidia Geforce GTX 850m, with the correct drivers.

What laptop? Probably that laptop switches to integrated graphics when using dual display or there is something wrong with battery saving options.

Because I don't have just that laptop it's hard to tell what is wrong. Probably checking GeForce driver and/or Windows power settings will help. Also try to disable integrated graphics from BIOS.
