Default Refresh rate issue

So, i can't adjust my refresh rate, its set at 60hz. I've done about all i can think to. Tried it with and without a driver for the monitor, tried using the graphics cards control panel and through windows. The issue is, even if i disable "hide modes this model doesn't support" nothing changes, i am still only given an option for 60hz, but i know my monitor will support 75hz at 1280x1024 as well ????? i'm lost.

that Windows for you, when i had similar res probs i set res to 640X480, 256 color & 60Hz then reboot & it will either be fixed or you can then crank res upto 1280 X 1024 set freq & color to 32 bit (true color)

yes, i know, its friggin driving me nuts, all i have lately are ridiculous windows issues that have seemingly no answer. Yes, so, the only thing i can think of right now, is there is a problem with the graphics card, as i have been through a couple drivers and didn't get anything, so yeah, i'm confused. The problem is here, my eyes have been bothering me at work, do to the lighting and a couple things. Changing the refresh should help that out, but I CAN'T FRIGGIN CHANGE IT......
