It's just phase change cooling. Basically the same thing as air conditioning or refridgerators. It is a relatively common, yet extremely expensive, cooling solution. You can get the same thing pre-made but it is far more expensive than a home built.

Yea, I think the main commercial unit is called the Proteia or something like that. I think it costs about $1000.
