Well, here is the deal, my power supply is overheating, yes I know, "Why don't you just buy a new one", I'm on a budget for a new build and I'm trying to see if I can restore this fan, back to working orders. The thing is when I boot up the computer I see the fan spinning but super slow, kinda like a laggy spinning fan, then it stop, and doesn't do it at all, I figured it was just dust on the fan or underneath the fan blades or hair for that matter. I need help with this any suggestions? Anything is helpful at this point.

Download SpeedFan and take a screenshot of your temps. Maybe it isn't your PSU that's overheating...

You wrote that it could be dust or something like that ,
but you didn't wrote that you clean it up ..
so , why don't you do that ?
or just buy a new 12CM fan for you PSU !?
replace it with the new one , and VUALA , it will work !

    wish you good luck
