Angry very bad problem shut down emachines t2482

This computer will not turn off even after I have selected to shutdown through windows. When I try to shutdown windows it does tell me the it is saving setting and then says windows is shutting down. But the only thing that happens is that the monitor turns off. If I try to push and hold the power button on the computer case it still does not turn off. The only way I can get it to turn off is to unplug it. Is there something wrong with this motherboard. I need help very bad. Please give some advice. Thanks
