What is Microsoft .NET Framework?? required to install ATI driver?? why??

lol, so this is my next question following right after my previous thread. I was at this page to download the latest Catalyst driver. There it says that Microsoft .NET Framework must be installed "prior to downloading and installing the Catalyst Control Center" (attached thumbnail #1). Ok so I'm just wondering, what the hell is it? And why the hell do i need to install it? I got all the more curious about it because after I clicked on the provided link to download it and then tried installing it, I got an error message telling me that another "prerequisite" software is needed, and gave me another link do download yet another thingy! (I do have strong suspicions though that this latter part is only due to me still having SP1 -- tell me if that's wrong.) Error message seen in thumbnail #2.

So yeah, I started wondering why I need all this crap just to have a freaking video driver installed. So bottom line is, what is this Microsoft .NET Framework crap? Thanks.
