Default Win XP Pro Safe Mode

I can't seem to get to safe mode from my boot menu - pressing F8 gives me the choice of booting from IDE, CD floppy etc. I need to know how to edit the boot.ini to give me the option. At present I have to keep stopping windows from loading before I get a choice.

Thanks to anyone who can help!
