Default Windows 7 Jittering

Hi,
I recently installed Windows 7 Ultimate and it was working perfectly, just like the RC I used for a few months. However, for the past few days, even at the desktop the PC seems to jitter. Every second or so it will freeze for a millisecond. Its never done this before, and I have the latest drivers for graphics card and motherboard. I recently unplugged one of my dvd drives as it seemed to be faulty but I haven't plugged it back it.

Is there anything other than older drivers I can try (except re-install of windows since its only a week old or so)?

Spec:
Windows 7 Ultimate
Intel E8400 3.0GHz
Inno3D 9800GTX iChill
Asus P5N-e SLI
4GB 800MHz RAM
640GB HDD (320x2) - Not even half full.
