i have linked a guide that is spaced for a radiator, http://www.mnpctech.com/Radiator_Grill_Templates.html, just follow the instructions there (print and make sure that scaling is set to 0%) cut out the inner circle, and drill the holes on the corners, it's quite simple really.

many newer motherboards have this feature already, mine does (msi z68a gd55) i know many of the medium end boards have started adding them too. as far as mounting a switch, you could easily solder one to the pins with minimal work.
