one thought was that maybe the 65nm versions of the cpu aren't compatible with the inspiron 1501 motherboard.
did you use the 65 or 90nm version of the tl-62 and tl-60?

checking voltage with power isn't damaging unless you shorted something accidentally while checking voltage.
the inverter gets its power from the motherboard so that which controls its power would be where to check.
maybe visible damage might be seen...
its apparent that the inside of your pc is getting too hot if the 8in fan is working for you.
ambient temps in your room can make a world of difference to a pc especially with higher end graphics cards.
let alone one that has passive cooling which i don't believe is helping at all.

it should be okay.
the watts are higher on the dell charger but the output voltage of 19.5v is the same on both chargers.
the amps are a little higher (4.62 vs 3.34) on the dell charger but it doesn't matter cause with amps, the laptop will only use what it needs.

you can try blowing out the video port on the motherboard with compressed air.
sometimes debris can get left in the port after a cleaning and cause problems.
i would even go as far as getting a q-tip and cleaning it with alcohol.
clean the gold pin contacts on the video card as well.

i never heard of paragon, but it may be good software.
i would recommend using the seagate's seatools.
i've had good luck with it and it was the most compatible for different make hard drives.

have you tried reverting back to onboard video to see if 4gb will work again?
i understand you swapped ram sticks to eliminate the possibility of bad sticks.
what about ram slots though?
what exactly are you trying to use the power supplies for?
are you clipping off all the wires except for 12v lines only?
are you using the right ground wire for the 12v line?
ground is ground except each rail has its own ground and its important to use the right ground for each rail.

what do you mean does not reboot again? do you mean it doesn't come back on?
when you try to turn it back on does it attempt to turn on and then just turns back off? or nothing at all?

what brand/model pc or if its a custom desktop what...
if you can tell us the message you get from the blue screen it would be more helpful.
if you have 2 sticks of memory installed try removing one and working off just one to see if you run into any issues still.
alternate the sticks and try the same as typically when ram goes bad it usually...
