Windows cant do anything when the computer is turned off, i dont think what your asking is possible, allthough there is something called wake on lan that you can start a computer from another computer, but i do not know how to do this, and i think this is the only way.

Maybe setting the computer in standby and then using a program that will wake the computer up again.

I notice when most computers are in standby, especially modern ones, all the fans stay on...

I just set my power button to put the computer into hibernation. No fans, no nothing! I'd say the 1+ gig harddirve reserve is a bit harsh, but if you can spare it, by all means. I dont know for sure, but a keystroke might wake it up from hibernation. Maybe its just standby. Its been a while.

I guess what your looking for could be a wake on lan [WoL] approach. Heres the Wiki, on the WoL function, with supplemental links for programs, 3rd party apps, ect.

I had to use my Xbox a few times to wake my computer up to resume large torrents as my mother would turn my PC off because shes worries it eats up vast amounts of power. Its a great feature, and supported by many operating systems

Wake-on-LAN - Wikipedia, the free encyclopedia

and a wake on lan over the internet tutorial...

n01getsout.com / tutorials / wake on lan tutorial

    Hope any of this helps.
