When I try to boot my desktop it doesn't turn on... The power led in the font comes up green, but the computer does nothing. There are no fans spinning, no hard drive booting, nothing. Is the motherboard, or the psu bad you think? I'm going to switch out the psu and see if that is it.

ok, I just tried a different psu and now the psu fan kicks on but that's it... Does this mean that my motherboard is fried?

It could be the reason but have u tried Barebones method?
Take out Mobo from ur PC and leave it with only....
    CPU
    1xRAM stick
    Video Card(if onboard not avaible)
    1xHDD

Short pins with a flat head screw driver to start ur computer!
Btw, wat are the configurations you are trying to boot up and which PSU u r using for it?

Ya, as karanislove says, you have to start from the simple thing. Start from the mobo with low minimun number of devices and so on for all the devices.
