Can I use reinstall disk to install OS on compleetly new system?

    Can i use the M$ Home Ed SP 2 Reinstal disk that came with my dell dimension 3000 to install home ed on a compleetly new comp? or do i need to buy the disk online?

    Unless you are in possession of a Volume License the the short answer is no.
    1 copy of any Microsoft OS equals 1 pc.
    You can try of course but as soon as you try to activate it MS will say "Haven't we met before?"
    The disk could also be an OEM which is strictly for a Dell.

    Windows xp and windows vista both can be installed legally on as many computers as you want to during their lives.(just not at the same time) you might just have to call them once or twice to activate it if the hardware changes drastically (but normally you wont have to)
    but, sad to say it looks like youre rocking with an oem version (if it was preinstalled on your pc) which means it cant be moved to a new pc without buying a new license, hence to say
    oem version=stays on computer you bought it with
