    Hi

i put the windows cd in
    clicked to install
then it give you the option to upgrade (recommended) which leave all other files in tact !

I think that using the upgrade function is very not what people should do. a complete reinstall will take a bit longer but will ensure best results and will most probably solve your problem.

this upgrade thing left many of the old files unchanged and they somehow conflict and make the update algorythm to act abnormaly. If you want to make the reinstall process easier, you can also try and use the repair function in windows setup.
