Are you logged in under an account with Administrative controls? (Check: Start/Settings/Control Panel/Users for your account.)
Highly unlikely to occur with such a program, but what the heck: Make sure that whatever AntiVirus or Firewall you have isn't blocking it. And check what Big B said. ..............What ever happened to good old System Mechanic 3, 4 and 5? I stopped using them after 5 because 6 and 7 used to many F*%*#@% resources and clogged my RAM. Had loads of unnecessary startup items as well. 6 & 7 just had to much of a slow performance compared to older versions. Some other good, free programs for you to use in case it doesn't work out: CCLEANER Abexo Free Registry Cleaner
hotfix: "Windows cannot open this program because it has been prevented by a software restriction policy" error message when a user tries to open a file in Windows Server 2003
