When I start the computer up it will spin the fan for 1 second before keeping itself shut off. No display on screen nor beeps. I have the cpu secured to the motherboard with thermal compound and cpu fan. Memory attached, and whole motherboard secured to the computer chasis with power supply in it. I have another power supply and compatible memory from another computer I can interchange and I can confirm neither of those are the issue. The problem as I can see it is narrowed down to the cpu or motherboard. I have worn an anti-static wristband the whole time so I do not suspect it being short circuited at all. All of the pins have been double checked on the CPU socket and non are bent/broken. I cannot interchange another motherboard/cpu. I was wondering if there was a possible miscalculation in compatibility of software on my part or if anyone knows anything else that can be done to make it work. I suspect an RMA though I still have time to try to sort it out.

Alright, so here are the system's parts:

Motherboard: MSI H61M-E33 (B3) LGA 1155 Intel H61 HDMI Micro ATX Intel Motherboard

CPU: Intel Core i3-2100 Sandy Bridge 3.1GHz LGA 1155 65W Dual-Core Desktop Processor Intel HD Graphics 2000 BX80623I32100

    Memory: Mushkin Enhanced Essentials 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Dual Channel Kit Desktop Memory Model 996586

Power supply: I test with 2 different power supplies which both work fine in an existing tower. 1 is 400w, while the other is 700w.

Thanks for any and all help! Sorry if I missed any details.

Is your Video Onboard or a card ? If it is onboard then I would say It could be your Motherboard..

Video is onboard, so I haven't bothered plugging in a video card yet. Is it fairly common for motherboards to be faulty this is my 2nd computer project and my first one had a fualty motherboard. Also most feedback online I see for motherboards have a large chunk of feedback from faulty boards. Just curious on that note.

I have heard people have been having problems with the H61-H67 motherboards. I would say RMA, and see what happens from there.

Turns out RMA won't be needed. The motherboard is VERY picky in installation. The ram I got for it wasn't working, though I used the exact same DDR 1333 ram from another computer, just different producer, and it worked fine then. The other computer runs either ram modules no problem so I put the newer ones in that computer. It was also very picky to run 1 stick of ram until I got an operating system installed and drivers installed for the motherboard, then it would run with more than 1 installed. Will eventually give warning in feedback for the motherboard on its webpage, and don't plan to buy it again as not worth the hassle. Thanks for replies and help!
