Just the mobile phones? And that would be a prepaid service? As far as electoral bribery goes, this one is pretty smart, as it uses public money plus you could tender the contract to a telephony provider a corrupt govt. official controls through third parties, bringing the money back into your pocket, all the while writing it out as "trying to bring technology to Nigeria".
