Well, old business's are easily understood, they are time proven, and more importantly, they are well connected. Start-ups? Not so well connected, too much innovation can be very difficult to understand by some investors - even by some customers in the target audience. Most importantly, sometimes start-ups must create their own niche to exist, and that takes time and money. Not the most cheap commodities in the world!
