If you want to get better performance out of your graphics card, you could use a new mobo with AGP8x.
Is the skipping more like low fps?

    What resolution are you using?
Have you installed your chipset drivers and tried updating to newer video card drivers?

And yes, going to 512MB would help performance as far as an inexpensive hardware purchase is concerned.

I haven't really played BF1942, but at that res, the FX5900XT should handle it fine. Now, I'm not sure if you're jacking up the AA and AF settings---that could be a problem too, but even so, I'd jump to 512MB as that's the only thing I can see hardware wise that'd be causing problems.

i dont know why but my ram is too low sometimes..currently it is at approx. 90..is it reasonable for a 256mb ddr ram to fall that low..i hav currently opend one hotmail a/c,1 word document,1 mp3 song in winamp5,n 2hardware forum webpages...

However, BF1942 may require extra RAM. If it doesn't get it, it looks to the page file, which is on the hard drive (every OS has some sort of page file)---which is bad since it's slower than the system RAM.
