well a new hard disk won't speed things up much, perhaps getting a raptor disk would quicken disk access, but for an overall system boost, more RAM/memory would be ideal. Consider 512 total, that will be plentiful for that setup.
You have the AMD Sempron 2200+, It is meant to run @ 1.5 GHz! AMD's rating system is based on the equivalent Intel speeds. So that’s saying it would perform as well as a Pentium 2.2Ghz but in this case I think it compares to the Intel Celerons.
Definitely more memory!!!! You could try and get rid of that version of windows also... just a personal opinion.
I agree, going to 512MB is the best idea. I wouldn't go over that as the Win9x code, which WinME is based on, isn't written to really work with memory greater than 256MB-512MB. And I agree about ditching WinME. It's probably the worst version of Windows since Windows 1.0.
