350W might not be enough depending on what else you have running on it and the brand it is.

If your P4 is a socket 478, then it will be AGP and you'll be limited to AGP cards unless you buy a new motherboard/cpu/video card. So just a graphics card I'd recommend this Geforce 6800GS. Its $229, but unlike some of the other cards it has GDDR3 (running 100MHz faster than the eVGA GS card on newegg), and is probably the best card you can get on AGP. But thats if you want to spend that much. You can get a cheaper ATi X800GTO card.

I need a PCI express card for my 3.4 GHZ system. Kindly suggest one ATI card, and one GEFORCE Card.

    Thanks

The 7800GT is the best PCIe card for $300 (check out Newegg.com) anyday. As for ATI they can't quite match the 7800GT for the price but the X1800Pro would be about the equivalant, not quite as good though and a little pricier I belive.

Go with the first EVGA one. Brand makes just about no difference performance wise but they bumped up the clockspeeds a little for you and EVGA is a fine manufacturer so they didn't skimp on the quality of the heatsink.
