Don't know if it's good or bad thing but you already tried all basic workarounds. Bent socket pins are quite usual reason for problems if we suspect motherboard is the problem. Another prime suspect is motherboard VRM. That board has weak VRM with no cooling and you were using water cooler...

Check that CPU socket pins are not bent.

Well, even stock cooler should be enough when CPU is idling. I expect contact between CPU and cooler is not OK, check that first.

That 8 pin is for jumpers and is probably unused. You perhaps can attach power cable to pins, at least all pins are in place. Just bent those pins straight first.

You'll need different motherboard yes. I cannot recommend LGA1150 as it's so old already and motherboard availability will be problem in the future. Other than that system looks basically OK. Not sure if CPU cooler is small enough to fit case though.

i3-4160 is old LGA1150 socket so I either recommend waiting for Ryzen 3 or getting Intel LGA1151.

For HEC, PSU is HEC-300W TFX 85x175x65mm (3.3x6.9x2.5) Same size as Seasonic. So Seasonic should fit in that case.

I mean you should look for another LGA1155 motherboard than Asus P8Z68-V LX if that model is not available. Those LGA1155 motherboards are quite hard to find but there are some available. If you are not overclocking, selection is much better.

I suggest you buy some other motherboard. LGA1155 boards are hard to find nowadays.
