a black and white spot appears in monitor

i have a monitor, when i press its power button to switch it off, then a black and white spot appears in the middle of the screen .

What is this, is my picture tube becomes weak, or what is this.

Try going into your BIOS under Power Management and change the Monitor Stitching Off method to DPMS Supoort!

it will disappear after some seconds

My old TV used to do that, Is it just like a spot of pure white?
