CPU RAM and Mobo

Hi there, I spent my last weekend building my first gaming rig. The specs are as follow;
2gb Corsair 1333mhz ram
Phenom II X2@ 3.1
500gb WD HDD
Asrock M3A UCC AMD 480X Socket AM3 6 Channel Audio ATX
Sapphire Radeon 5770

I was playing around with overclocking and I have discovered this big thing about 1:1 fsb:dram.

Am I correct in thinking fsb factor relates to cpu?
Currently my ratio is 3:10 does this mean that my processor is bottlenecking and I need to overclock to balance it out? I’ve tried this and I can’t oc much due to stock heat sink.

I’m not really an overclocker but maybe this sticky can help answer your question http://www.hardwareforums.com/how-overlock-ongoing-tutorial-9373/
