No it’ll only rip the .vob and .ifo files. To convert to mpeg a google shows up this

If you want to convert from DVD to Mpeg merely download A DVD to VCD
VCD (Video CD) is Mpeg, all you have to do is goto Download.com goto “advanced search” change the license to “free”, and search for DVD to VCD then download
