I just finished putting my computer together; I started to load my operating system (windows xp-professional) and it stopped formatting my hard drive at 13% so I restarted my computer and now it says Error loading operating system. It won’t let me go any further.
What hard drive is it? I take it you want to reformat and start a fresh install of XP again?
Id get a formatting tool from the manufacturer. They are best in the form of a bottable floppy.

When it arrived it didin’t come with a box just the hard drive wraped in bubble wrap from newegg. brand new

Then in the next box select Data Lifegaurd Tools 11.2 for DOS
Its good for formatting, rewriting and backing up your MBR.

I don’t have a floppy drive is this still possible without one?
I suppose you could put your new drive in the computer your on now and download the version of Lifeguard tools for windows, install on your working computer and format your new drive that way. (assuming your using windows now?)
Floppy drives are always a good backup for… well things like this! They dont do a bootable version of lifeguard tools for cds.
