feel really stupid about security settings

Hi all

I feel really stupid but for some reason I carnt access certain websites that two days ago I could.
I have had some updates but apart from that I havent changed anything.

Its a japanese site that I am trying to get onto but my security settings wont let me change them to below medium.

The message I get is the recommended settings is medium and it wont let me change them to less.

Help please someone.
