Ok my mate deleted all of the windows xp user acounts including admins and guests 
and i cant fix it can any one help.
Can you get into the OS at all?
You can’t delete the built-in Administrator account; try that one. If you don’t know the password, use this Linux-based NT password changer. You can boot to it and reset your Admin password to a blank one.
