I have a weird problem.

so i just bought a new PC:
i5 2500k
Powercolor radeon 6970
coolermaster silent pro 600W
Gigbyte-Z68X-UD3H-B3

my problem is that my GPU isnt working properly. it needs a 6pin and an 8pin. when i plug in the 8 pin/6 pin power connecter, the fan speed goes up to a 100% and the PC is unable to register the GPU, it just cant find it. now when i plug both my 6pin and 8 pin in, its not going up to a 100% fan speed, it goes extremely low and after abit of time my whole systems shuts down, and then reboots.
now i dont know whats wrong, so help is really appreciated (first time building a PC)

have you tried to connect your monitor to the mainboard dvi-connector? maybe some other hardware part is not working correctly.
