RAM not running at the correct speed?

[SIZE=3][FONT=arial]Intel i7[/FONT][FONT=arial]-720QM running @ 1.6GHz (Specifications can be found [/FONT][FONT=arial]here[/FONT][/SIZE]
[LEFT][SIZE=3][FONT=arial]).[/FONT][/SIZE][/LEFT]

[LEFT][SIZE=3][FONT=Trebuchet MS]Its about 2 year old now so I decided to upgrade the RAM in my laptop to 8GB DDR3 Crosair Vengeance RAM running @ 1600MHz (Specifications can be found [/FONT][/SIZE][/LEFT]

[LEFT][SIZE=3][FONT=Trebuchet MS]), however, when I check the bios it registers the 8GB ram but it says its only running at 1333MHz? I heard that it can only run as fast as the CPU can handle is that correct? Or do I need to change some settings?[/FONT][/SIZE][/LEFT]

The speed you are mentioning is the bus speed frequency, not the CPU frequency. The Intel i-series no not have a memory controller, so it depends on the maximum memory speed of your motherboard.
