on Mandiva is there an option to allow a webpage have focus and not the textbox on the webpage to allow me to use my mouse wheel without having to click outside the textbox
That made no sense to me at all!

ok, sorry, i’ll rediscribe it,
on HWF, where you type your problem (white textbox)
in XP the mouse wheel scrolls the webpage
in mandriva, i have to click either side of the textbox to make the mouse wheel work on the webpage
It’s a browser-specific setting, not OS-specific. Which browser are you running?

i’m using FF (both XP and Mandriva) with both smooth scrolling and auto scrolling turned on - is that the problem, which 1 should i turn off
Try turning off Smooth Scrolling.
When my a text box (with scroll bars at the side of it) it scrolls the text box, as soon as I move it away from that the scroll wheel scrolls the page, is that the kind of thing you mean?
I have no idea why / how it does it, it just does.
