Windows Explorer -- Cannot call up pictures

When ever I use windows explorer to double click on a image (jpg) I would hope to call up one of my photo programs to see the picture.
Instead what I receive is tghe following:

16 BIT WINDOWS SUB SYSTEM Dialog box
C:/windows/system32/autoexec.nt
The system file is not suitable for running MS-Dos and MS Windows Applications.
Chose: Close to terminate the application.

Yet if I call up a photo application (I have photoshop elements) and open the image it calls it up fine.

Can anyone tell me what is going on ? What do I have to setup differently to just call up the image from the folder using windows explorer ?

Thanks,
PJM
