I think that for that price you could get an ATI Radeon 9600. If you're willing to spend a little more, you can get your hands on a 9600 Pro which is worth the money imo.
You should steer clear of nvidia cards as far as DX9 goes.
you can try and get your hands on a refurb 9700 or 9700 Pro which are great cards (a little slower than the 9800 and 9800 Pro respectively).
If you do a search on this forum, you will find online English stores. You may wanna' look into that.
