Blinking red light black screen

My brother left the pc turned on and went out.I tried to wake it and I saw it was frozen so I turned it off manually. After I turned it on again I got these things :

-black screen nothing happening
-fans working and making loud (strange noise)
-red lights blinking on graphic card and mouse
-can't turn off pc manually like I did after it froze,I must press the OFF stick at the back

I've googled and found some answers beacause several people have had the same problem but none of the people actually had gotten the solution.

The most frequent answer was that the PC wasn't getting powered. I'll go to a service tomorrow but I would like to know what you guys think.

I hope I haven't missed the section as the first thing I saw was red light on graphic card.

Hi,

Try pulling out the CMOS coin battery and unplugging the computer. Then hold down the power button for 20 seconds or so to give the board a chance to discharge any residual charge it has. Then put the battery back in and try booting again. If that doesnt help, remove all peripherals and try booting with just the cpu (and its fan), 1 stick of ram, video card, and keyboard to see if you can get anything up on the screen. If you can, start adding hardware back one by one and see if any of it causes a failure.
