booting problem, can't install os

    hi everybody. sorry if my english is bad, its not my mother language.
    so, i have a problem with a pc i just assembled
    if i connect a cd reader to ide it doesn't boots
    i can connect a single hd. other hard disks, even new ones don't work
    if i connect a cd reader it goes to a loop boot(continues rebooting)

    just yesterday, with another cd reader it was warking fine, but, at the time i needed to instal the os, when it loads the files from the cd, then stops working and the screen turns black

    the motherboard is an asus k7vm3 the cpu is amd athlon xp 1800+ the graphics card is geforce fx 5200
    also, but maybe its not very importante, i hear strange sounds from the cpu but i think it may be just the fan a bit old
