Buying a Monitor

Apologies if I sound completely noob, I'm somewhat new to tech and it's been driving me up the wall.
I'm looking to buy a monitor for graphics work and films. I'm on a pretty tight budget for the stuff, what I would ideally want is way unaffordable, so theses are some of the compromises I'd be happy to live with. The price range would be around the £200 mark nothing over £250.

I'm currently looking at:

IPS:
Dell U2412M
Asus PA238Q

PVA:
BenQ EW2430

I was very temped to get the Dell, but recently found out that it is a 6-bit panel that uses dithering. I understand it's a cheap IPS, but sacrificing HDMI, it having a strong AG coating, and risking backlight bleeding, I'm not sure if it's all that worth it. I've heard that PVA panels give a nicer contrast, and read some good stuff about the EW2430. As for the Asus, I really like the specs, tempted to get it for that, but having never owned/heard or seen an Asus I don't really know what to make of it. Ideally I would have wanted its big bro the PA245Q or a Dell 2410. Maybe I should also look into HDTVs?

Finally a somewhat a slightly off topic question, I plan to build a computer later down the line, it is even a good idea to buy the monitor before I start building (or even thinking about the build)?

Some feed back and suggestions would be highly appreciated...
