so to clarify, you want another little program to launch IE or whatever and you also want to prevent IE from launching without the user typeing the password, is that right

I could describe this process easily and without any 3rd-party software on a UNIX/Linux system, but not with Windows, sorry. There may be some 3rd-party software out there which can do it, but if so I'm not aware of them.

I am not sure about this,I will have to look into it. You can stop IE from starting up,or from going online by stopping it with your firewall. Can I ask WHY?
Also , Why use IE ? Why not firefox or something else ?

I 've never used this software, so cant tell anything about it.

Another place which I've found interesting, while searching the net is [link=http://www.infopackets.com/channels/en/windows/gazette/2004/20041116_password_protect_lock_access_to_web_browser.htm]this[/link].

have you seen ccproxy? i've tried this only with my internet computer. i can only set restrictions to the people on my network, although im not sure with that very computer. so if you have a separate computer, this should be good.
check out their website here the free version only supports 3 users.
